The National Union of Disabled Persons of Uganda is an indigenous umbrella NGO of Persons with Disabilities (PWDs) that brings together all categories of disabilities including the physically, sensory and mentally impaired people. NUDIPU exists to create a unified voice of PWDs in order to advocate for equalisation of opportunities, involvement and participation in policy planning and implementation of disability programmes in close co-operation with government, NGO’s and the public. The main purpose is to influence the provision of services in favour of PWDs in Uganda.
NUDIPU is seeking to hire services of a consultant to develop training materials for conducting training sessions at national and district levels for the Capacity Building Project for Organisations of persons with disabilities in Uganda.
2.0 Background to the Capacity building project:
The CapacityBuilding project for Organisations of Persons with Disabilities (PWDs) in Uganda is a three year project (2009-2012) to be implemented at national and local local levels. At the national level, the project will target national disabled peoples organisations and NUDIPU Secretariat while at the local level the project will be implemented in the 4 districts of Uganda (Mpigi, Kiboga,Bushenyi and Rukungiri). The project has two components including General capacity building for organisations of PWDs at national and district levels and capacity building for PWDs in the area of HIV & AIDS prevention and management. The goal of the project is to improve the standards of living of PWDs in Uganda. Specifically, the project addresses the following objectives:
1) The capacity of leaders of ten national DPOs, four District Unions and twelve sub-county associations strengthened to influence service delivery in favour of PWDs by 2012.
3)Institutional capacity of NUDIPU Strengthened to effectively manage the organisation by 2011.
2. Purpose of the training materials
The purpose of the training materials is to build the capacity of the target group to advocate for disability mainstreaming and influence service provision in favour of PWDs. The training is also intended to build the capacity of the leaders of the National DPOs, DUs to manage their organisations.
3. Nature of assignment
The consultant is expected to;
·Review the baseline survey report to identify capacity building areas recommended for each target group (National DPOs, District Unions and Sub-countyAssociations)
·Review the NUDIPU Organisational Capacity Assessment report to generate areas of training for the Board and secretariat
·Prepare a brief on the critical capacity training areas to be focused on and share it with NUDIPU management.
·Develop training materials basing on the agreed areas.
·Pre-test the training materials at a meeting organised by NUDIPU
·Produce 2 hard copies (well bound) and a soft copy to NUDIPU
4. Outputs
A set training manual with clear modules, methodology and training guidelines for the different categories of the target group.
5. Responsibilities of the consultant
Review project documents including the Baseline survey report, NUDIPU OA report and other relevant materials.
Prepare a report and brief the management on the proposed areas of capacity building for the target group
Develop draft training materials and pre-test them
Produce two well bound hard copies and a soft copy of the training materials (Manual) to NUDIPU.
6.0 Responsibilities of NUDIPU
·Pay the consultant an agreed fee
·Provide necessary documents for review
·Organise a meeting where the training materials shall be pre-tested
6. Timing
The whole assignment should be completed within 30 days after the signing of the contract
Any changes in the completion date for the assignment shall be mutually agreed upon and accepted in writing by both parties and made addendum to these terms of reference.
7. Professional qualification and experience:
For a consultant to be contracted to develop the training materials, he/she must possess the following qualifications and experience:
·Demonstrated experience in Organisational Capacity Assessment
·Had previously developed training materials in the same field for a reputable organisation
·Wide knowledge in organizational development, institutional strengthening and capacity building
·Had previously conducted capacity building trainings for organizations of a similar nature.
·Adept in working with the various categories of disability.
·Skilled in data analysis, report writing and report presentation.
i)NUDIPU shall be responsible to fund this undertaking, which has been fixed to Uganda Shillings …. Payment will be made in three installments namely:The first installment of 50% will be made at the signing of the terms of reference; the second installment of 25% will be made after pre-testing of the materials and the third installment of 25% will be given after submission of the training manual to NUDIPU.; but in any case not later than ten days from NUDIPU receipt of the manual. The consultants shall procure and furnish NUDIPU with the tax invoice and receipts upon getting paid in accordance with these ToR.
