Disability and Human Rights
This program focuses on two main areas; awareness creation through lobbying for implementation of policies and laws on disability and mainstreaming the rights based approach to all NUDIPU’s programs. It also involves capacity building on the rights based approach including rights and responsibilities of PWDs, civic education, litigation and human rights protection, role of duty bearers and community (rights holders). It also involves lobbying for policy review in light of the rights based approach and addressing gaps.
Awareness on the rights based approach is done at all levels; national and community level to increase knowledge on rights hence increased demand for rights and inclusion in development processes and programs for all sectors. NUDIPU undertakes the development of advocacy messages on human rights addressing all categories of disabilities. The key themes of the messages include rights of PWDs, laws and policies and available government programs like inclusive education, prosperity for all and access to HIV treatment among others.
The program area focuses on redress mechanisms for rights violation especially at service delivery levels where there are more violations. This is intended to reduce human rights violations among PWDs through addressing stigma and discrimination, increase knowledge on rights and existing redress mechanisms, increasing participation and involvement of PWDs in national programs. In addition, NUDIPU through the programme advocates for operationalization of the Disability Act 2006 and National Policy on Disability, UN Convention on the rights of PWDs and other national and International legislations.
This program area further addresses human rights, gender and disability as a way of addressing gender equity for PWDs. This is done through promotion of affirmative action across all genders and mainstreaming gender equity into all NUDIPU programs.
The programme also focuses on human rights in conflict situations as a result of insurgency and or disaster to supported PWDs access services.
The program area is also mandated with carrying out civic education for PWDs country wide. This is done in partnership with the National Disability Council through the NDPOs, DUs and the district disability councils. Civic education is intended to create awareness on political rights of PWDs as well as increase their understanding of the existing political system and how they can operate within the system.
